SAILING INSTRUCTIONS

1 RULES
1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing. (RRS).
1.2 Appendix D will apply including D2.2 and D2.3(a), single flag protest procedure.
1.3 The “class rules” for the purposes of the definition of “rules” are the International Optimist Association Class Rules. ‘Conditions for USODA events’ shall also apply.
1.4 In case of conflict between the Notice of Race and the Sailing Instructions, the Sailing Instructions will take precedence. This changes rule 63.7.
2 NOTICES TO COMPETITORS
Notices to competitors will be posted on the official notice board located at the main regatta tent located at the Deltaville Maritime Museum west field.
3 CHANGES IN SAILING INSTRUCTIONS
3.1 Any written changes to the Sailing Instructions or the schedule will be approved by the Principle Race Officer and the Chief Umpire and shall be posted immediately after the Participants Meeting on the day it will take effect. Any change to the schedule requiring racing to begin earlier than scheduled will be posted by 1900 hours on the day before the schedule change takes effect and will be posted on the Official Notice Board.
3.2 Any oral changes to the sailing instructions on the water will be communicated to each boat by the Race Committee and/or umpires, and will be effective immediately. These changes will also be communicated to coaches on a VHF channel and posted on the official notice board at the end of that day’s racing.
4 SIGNALS MADE ASHORE
4.1 Signals made ashore will be displayed on the mast of the Skipjack “Virginia” at the corner opposite the Regatta Tent.
4.2 When AP is displayed ashore, “1 minute” is replaced with “not less than 60 minutes” in the race signal AP. This changes race signal AP.

6 FORMAT
6.1 The starting order of teams competing and planned format will be posted on the Official Notice Board by 1800 hours the day before racing begins. The format may be modified during the event in a fair and practical way as solely determined by the race committee in consultation with the USODA representative, taking into account the entries, weather conditions, time constraints and any other relevant factors. Changes to the format may be made ashore in accordance with SI 3, or afloat by oral instruction from the race committee and/or umpires.
6.2 The Race Committee may decide not to run a re-sail if the result of that race is not relevant to the progress of any team to the next round.
6.3 Each team shall be assigned a unique colored streamer(s), which shall not be reduced in size in any dimension. At all times during the event, only this pennant(s) shall be securely attached to the top of the sprit.
7 RACING AREA
8 Racing will take place near the mouth of the Piankatank River.
9 MARKS
9.1 Rounding marks will be inflatable shapes.
9.2 The starting marks will be a race committee signal boat and an inflatable shape.
9.3 The finishing marks will be a race committee finish boat and an inflatable shape.
9 THE COURSE AND CHANGE OF COURSE
9.1 The course will be a starboard hand ‘digital N’ and is illustrated on Addendum 1.
9.2 Courses will not be shortened. This changes rule 32.
9.3 To maintain course configuration or change course length, marks will be moved as necessary. No mark shall be moved when a boat is on a leg of the course which that mark ends. This changes Rule 33.
10 THE START
10.1 Races will be started using Appendix S, “Sound-Signal-Starting-System” (3 minute start). This changes rule 26.
10.2 Appendix S6 (individual recalls) is deleted and replaced by SI 11.1 (Recalls).
10.3 The starting line will be between a staff displaying an orange flag on a race committee signal boat at the starboard end and the course side of a port end inflatable starting mark.
11 RECALLS
11.1 Individual recalls shall be signaled as per RRS 29.1, except that the race committee shall hail each recalled boat’s sail number and the “X” flag shall be displayed up to a maximum of 2 minutes after the starting signal. This amends RRS 29.1.
11.2 A boat starting later than two minutes after her starting signal will be scored Did Not Start and be scored accordingly by the race committee without a hearing in accordance with D3.1 (a).
12 TIME LIMIT AND ABANDONMENT
12.1 If no boat has finished within 20 minutes of the start, the race will be abandoned.
12.2 Abandonment may be signaled orally by the Race Committee and/or the umpires. Abandoned races may be re-sailed, and if so, a new warning signal will be made as soon as practical. This changes Rule 32 and Race Signals.
13 THE FINISH
The finishing line will be between a staff displaying an orange flag on a Race Committee boat at the starboard end and the course side of the port end finish mark.
14 UMPIRING AND FLAGS
14.1 The regatta will be umpired in accordance with Appendix D as modified by these Sailing Instructions. Some races may have more umpires than others as determined by the Chief Umpire in consideration of the stage of the event.
14.2 The required red protest flag shall be attached to the sailor, clothing, or PFD, and it will be capable of being deployed at arm’s length where it is easily visible to the protested boat and umpires, and then concealed when the incident is closed. Each teams’ flags shall be inspected and approved by the umpires at check-in.
15 PROTESTS AND REQUESTS FOR REDRESS
15.1 Rule 61, Protest Requirements, is modified in that a boat intending to protest or request redress shall report that fact to the Race Committee or umpires immediately after finishing the race and clearly identify the boat(s) being protested or the reason for the redress request. The umpires will, when appropriate, hear protests and requests for redress while afloat, however should a hearing ashore be necessary, the schedule of any hearings shall be published on the Official Notice Board.
15.2 Only the race committee or protest committee may protest for infractions of class rules and SI 17. This changes rule 60.1.
15.3 Rule D2.4 (b) applies to all protests and requests for redress.
16 SCORING
16.1 RRS Appendix D3 and D4 will apply with the following modifications. RRS Appendix , D4.2(a) is changed to read the number of races won when the tied teams met inclusive of races in incomplete rounds. D4.2b is removed. D4.2c is changed to read if the two teams remain tied, the last race between them, whether or not that race took place in a completed round.
16.2 A boat that is OCS and does not return to start properly will be deemed to have gained an advantage and the race committee may score her accordingly without a hearing in accordance with D3.1 (b).
17 SAFETY
17.1 Each competitor shall wear a US Coast Guard approved personal flotation device (PFD), properly secured at all times, with a whistle attached, from dock to dock except when temporarily adding or removing clothing. This modifies the preamble to Part 4 and rule 40. Wet suits, dry suits and inflatable PFD’s do not constitute adequate personal buoyancy. Failure to wear one while racing may result in penalty points added to the boat’s score at the discretion of the protest committee.
17.2 A competitor retiring from a race shall notify a race committee or safety boat before leaving the course, or notify the race committee immediately upon returning to shore.
17.3 Coach boats may be called on by the race committee and/or umpires to help with safety.
18 COACH BOATS
Each team is allowed one designated coach boat, and each coach is required to carry a working VHF radio, and anchor, and a basic first aid kit. Coach and spectator boats shall remain anchored in the waiting area designated on Addendum 1, unless otherwise directed by the Race Committee and/or Umpires.
19 PRIZES
Prizes will be awarded in accordance with the Notice of Race.
